What Every Administrator Needs
to Know about Behavior Intervention Plans.
Susan
Etscheidt, Ph.D., Professor of Special Education at the
University of Northern Iowa, Cedar Falls, Iowa. Dr. Etscheidt
teaches courses in the area of behavior disorders, educational
management, and special education law and policy. Her research
interests include legal and policy analyses with qualitative content
methodology. In addition to her involvement in the teacher and
leadership preparation programs at UNI, Dr. Etscheidt has served
as an administrative law judge for special education appeals in
Iowa since 1991. She has published several books, including her
latest Special Education Law & Practice in Public Schools,
with Prentice Hall. She has also published book chapters and numerous
journal articles. Last year, she was the recipient of the Winterstein
Memorial Award for Meritorious Achievement in the Field of Special
Education, presented by the Iowa Council for Exceptional Children.
She has also received awards for teaching, research, and service.
This session will present the IDEA 2004 requirements
for behavior intervention plans (BIPs) and provide a review of
the case law pertaining to BIPs. The case law on seclusion and
restraint will also be overviewed, with a discussion of the professional
position statements and guidance. A specific case involving seclusion
and restraint - for which the presenter served as the Administrative
Law Judge - will be highlighted.
What Every Administrator Needs to Know about
Realistic Strategies for Bullying Prevention and Intervention.
Dorothy
Espelage, Ph.D., Professor of Child Development and Associate
Chair in the Department of Educational Psychology at the University
of Illinois, Urbana-Champaign, Illinois. She has conducted research
on bullying for the last 17 years. As a result, she presents regularly
at national conferences and is author on over 70 professional
publications. She is currently funded by the CDC and is conducting
a randomized clinical trial of a bullying prevention program in
36 middle schools. She is also funded by National Science Foundation
to develop better methods to assess bullying among adolescents.
Dr. Espelage has appeared on many television news and talk shows,
including The Today Show; CNN; CBS Evening News; and The Oprah
Winfrey Show and has been quoted in the national print press including,
Time Magazine, USA Today, and People magazine.
This session will provide an overview of the current
knowledge about bullying in schools, and the most effective strategies
for bullying prevention and intervention. Dr. Espelage will share
some of the lessons and perspectives she has learned in her research
and years of work on bullying in schools. She will suggest practical
strategies for building administrators including individual, peer,
family and school level interventions to help students involved
in bullying. To do so she will share clips of video from the new
video programs in the "Stories of US" series on promoting
positive peer relationships, which was filmed in our region and
produced with 8th grade students.
